RIPN不可用了？

Attention! According to rules of requests receiving domain registration applications are accepted from organizations and persons with authorization of Maintainer that has this organization or person in the field mnt-adm. In your case Maintainer HBSY-MNT-RIPN, for HAOSY-RIPN, has in field mnt-adm QQ119-RIPN.

Domain registration application from HAOSY-RIPN will be accepted when you change Maintainer. For that you can register new Maintainer.
